Organizational Setting
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware and software platforms, and cloud and externally-hosted services. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.The Business Technology Coordination Section (BTCS) manages the implementation of the IAEA Business Technology Strategic Plan, coordinates the development of Agency ICT policies, standards and guidelines, and facilitates ICT governance across the Secretariat. BTCS also provides project and product management and information architecture services to the Division of Information Technology.
Main Purpose
Reporting to the Section Head, the Product Management Lead ensures a results-oriented response to the Secretariat's priorities as communicated by the Section Head and the other Divisional management team members.
He/she has primary responsibility for one or more multi-year IAEA wide projects involving twenty or more project team members and is responsible for multiple smaller cross-cutting projects simultaneously.
Role
The Product Management Lead is:
A substantive specialist, performing business analysis, managing challenging projects, and stewarding the evolution of enterprise products and platforms. He/She is an expert in Service Now Platform.
An adviser to the section head and other senior managers in the Secretariat (both within and outside of the Division) on business process, risk, change and system implementation issues.
A business analyst, working with clients/users to investigate, model and specify business functions, processes, information flows and data structures that will meet business requirements, using methodical and consistent techniques; and
A manager of products and projects, providing guidance, assistance and supervision of project team members and defining, planning and making business cases for projects to develop/implement business processes.
Functions / Key Results Expected
With guidance and support provided by the Section Head, and in close collaboration with the relevant stakeholders, the Product Management Lead is expected to:
Implement new information systems, or enhancements of existing systems, by providing analysis of information processes and/or technical solutions; by developing project plans in a manner consistent with relevant policies and standards, with the IAEA's technical and information architecture, and with the best practices as identified in PRINCE2 methodology; and through the effective use of PRINCE2 controls to manage risk, quality, budget, and schedule.
Define a strategic Service Now roadmap and Lead the implementation of multi-project and new modules in Service Now.
Contribute to change management and communication efforts required to successfully adopt new business processes and/or technical solutions, by creating communication and user training plans while executing projects.
Assume the leadership of large high-profile IT projects with a high impact on the effectiveness of the Agency, including, for some projects, defining and managing work packages for offsite teams.
Serve as product manager for existing and new enterprise products and services, effectively collaborating with internal clients, third-party providers, and business solutions, infrastructure and service desk staff and management.
Collaborate with other staff in the Division in the implementation of policies and standards for the IAEA-wide information, project, and portfolio management.

Qualifications, Experience and Language skills
Master's Degree - Advanced university degree in Computer Science, Business Administration or other relevant field. A first-level university degree in a relevant field with three additional years of relevant experience may be accepted in lieu of the advanced degree.
Internationally recognized certification in Project Management such as PRINCE2 or PMP is desirable.
IT Controls certification in COBIT is preferred.
ITIL intermediate certification is an advantage.
Service Now certification of Architect, Application Specialist, Developer, Implementer, or System Administration is preferred.
Minimum of seven years of relevant working experience in an information systems context; of which minimum of three years of experience in high-visibility, cross-cutting activities sponsored by the senior executive management of a large, complex organization.
Minimum of seven years in Service Now project management and implementation of different modules.
Proven experience with all elements of Solution Implementation Lifecycle: eliciting and documenting business process flows, use cases, requirements, configuration, quality management plans, user acceptance testing, end-user training, and implementation readiness.
Project management experience with all phases of a project, from initiation through delivery and culminating in closure, including benefits realization analysis.
Product management experience, preferably with internal or external customer-facing applications, including e-Commerce sites, IT Service Management tools, or Knowledge Management solutions.
ServiceNow experience, preferably focused on the IT Service Management, IT Operations Management, Strategic Portfolio Management, Application Portfolio Management, Governance Risk and Compliance, and Integration capabilities
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46241*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
