Organizational Setting
The Department of Nuclear Sciences and Applications implements the IAEA's Major Programme 2, "Nuclear Techniques for Development and Environmental Protection". This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.
Main Purpose
Under the overall guidance and supervision of the Departmental Administrative Officer, the Associate Finance and Management Officer assists with operational and financial activities, events and travel related requests, as well as related analysis, monitoring and reporting. He/she supports Departmental efforts to improve efficiencies through streamlined work processes.
Role
Working collaboratively within the Department as well as with other departments, the Associate Finance and Management Officer is:
(1) a facilitator, assisting with the budget and finance processes, through forecasting, monitoring the budget implementation and application of financial rules, regulations, policies and procedures, analysing and interpreting financial information and preparing reports.
(2) a team member, ensuring compliance with the regulatory framework for events organization, travel and correspondence checking for completeness, adherence with the rules and style guidelines.
Functions / Key Results Expected
- Contribute to the operational and financial processes in the Department of Nuclear Sciences and Applications by monitoring and reporting, identifying challenges, and make recommendations for resolving them.
- Support the Administrative Officer with preparing budget submissions ensuring completeness, correctness and conformity with the programme and budget guidelines; support on forecasting and monitoring the implementation for RB and EB; providing accounting support and receipting of payment of consultants and experts; as well as financial reporting and facilitating EB acceptance within the Department.
- Coordinate and review meeting plans and quarterly travel plans, ensuring proper procedures are followed, including for event organization and hospitality requests, event invitations and fund allocation prior to DDG’s approval. Advising on travel issues, verifying travel claims and reviewing host country agreements.
- Coordinate and provide centralized support and facilitate various departmental processes and activities. Provide quality checks for all incoming requests requiring approval by the DDG-NA related to acceptance of various forms of contributions and partnerships. Review letters and agreements for completeness and adherence to the Agency templates.
- Oversight and support to other operational processes as required.

Qualifications, Experience and Language skills
- Bachelor's Degree - University degree in Business Administration, Management, Economics, Finance, or other related field.
- Minimum of two years of relevant experience in finance, programme planning, monitoring, reporting, analysis and assessment or a related field.
- Excellent computer skills in all the common applications required for word processing, data analysis, graphs, report preparation; knowledgeable in Enterprise Resource Planning (ERP) applications (ORACLE).
- Experience in collecting, analyzing and reporting statistical data, including familiarity with and experience in the use of various methodologies and tools.
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $55163 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 20521*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
